Not sure if Debablizer and ImageReady have been recommended - but to put my
two cents in, those two work for me the best.  ImageReady is extremely easy
to use - Debablizer is a bit more complicated but has more features.  For
the most part, I use ImageReady for doing quick image size reducing.  Also
allows for batch scripts that allow you to reduce multiple images.... like
images in one directory.
