.WMF files

A recent email concerning .WMF files brought a problem to mind. I've
started using a ton of clip art at work (a newspaper) and the majority of
files are in .WMF format. I'm not keen on the Kudo Reader that comes with
the package of clip art when I can flip through the book, and want to just
grab what I need and plop it right into the graphics program I'm wanting to
use. 

Alright, so what I tried to do is open Windows Explorer in Windows 98 and
drag it into Photoshop where logically I would think it would open. I
quickly found out that this was not possible, as Photoshop does not
recognize this file format!! What gives?? Will Photoshop ever include this
in their list of file formats? Or am I loony and my Photoshop is just a bad
installation? Photoshop recognizes so many graphics file formats... why the
heck did they leave out .WMF?

What would be the easiest way of bypassing the Kudo Reader and allowing a
Drop and Drag interface? I've been using Macromedia Freehand and importing
the .WMF files and then saving them as whatever format I need (.jpg, .tif).

Are these the only solutions? I don't have Illustrator at work, but do at
home, so that's not really an option. Is there some package included in
Windows 98 that I can view all graphics file formats? If not, can someone
recommend a small and quick utility that will view all file formats?
