Is it better to transfer a graphic to another PC or to a MAC in its 
native format? (eg BMP) and then convert it to jpeg or gif? Or to 
convert it on the machine it was created on (to jpeg or gif) and THEN 
transfer it to the PC where it will be edited?

Always transfer and modify a graphic in its native format.  The VERY LAST
thing you want to is save it as .jpg or .gif.  Because .jpg is a "losey"
format, it compresses by discarding actual image detail.  Everytime you
open a .jpg file, edit it, and resave it, you end up with a more degraded
image than you had before.  If you are working in Photoshop, Mac's and PC's
can read either file, as long as the Photoshop version is the same or later.
