Question

Hi guys,

I have a pic to which I want to add a "frosted" effect. The base pic is
darkish and I want to put a film over the top so that it shows through
nicely.  I did it before using PSP5 but have gotten so wrapped up in
PhotoImpact that I can't remember how I did it. 

I don't mind which program I use to do it and any advice would be muchly
appreciated.
