Hmm well not sure how to actually create hollow circles but using the
layers you can do it this way.

Select the "selection tool" hold mouse button and choose the circle selection
option.

make a circular selection, fill with desired color.

KEEP SELECTION.

add new layer

Go to the "Select" menu then choose modify [alt+s+m] then either expand
your selection by 2 pixels or contract it depending upon which way you want
to go and fill that selection with the desired color and keep doing this 
until you
have all the circles needed.

So now with the layers you created you will get your bullseye.
