as stated BGPROPERTIES=fixed in the body tag
or in CSS as BODY { background: fixed no-repeat }

Works only in IE, not in any 'current' version of Netscape tho should work in
Gecko (Netscape 5) as it is 'suppose' to offer full support of CSS and HTML 4+
