You can use a very easy tool called MapEdit - shareware downloadable from
their site:<A HREF="http://www.boutell.com/mapedit/">
http://www.boutell.com/mapedit/</A>.  You simply import the image, use a
marquee tool to make your hotspots, and type in the links. It's really simple.
