Manipulating part of an image

If this comes through twice...my apologies. Never saw it the first time I sent
it through...
Another question for all you delightfully talented folks out there.
(BTW--thanks mega for the Ulead advice...downloaded and presently working
beautifully!!!)
Here we go....
I want to make animated gifs. Such as a butterfly fluttering its wings. I'm
using PSP beta 5 and PSP4...but try as I might, I can't just rotate or
manipulate a part of an image...the one I've selected or marqueed. Any helpful
suggestions?
