I'd pick both. IMHO you are comparing apples to oranges.
They are two different, but similar tools. Yes, they can even do some of the
same things. For web graphics working with both of them TOGETHER works well
for me. Photoshop is not a WEB specific graphics program.
There are other  graphics programs out there. Find what works for you best.
