I have had the same problem from time to time. The hazy background could be
one of several things:
It looks like this picture in particular had a shadow effect at one time,  the
colors were reduced and it ended up with splotches instead. Or, the images
were cut from a graphic with a background pattern and still have remnants of
the pattern around the image.
Changing the format from .gif to .jpg (or .bmp) or visa versa,  changes the
depth of the color, so what looked like smooth transition of color in .jpg,
can look banded or spotty when changed to a .gif, even if you change it back
again the damage is done.
Some fonts do not fare well in .gif format. The smoothness of the line (like
your cursive script) does not translate well working with fewer colors. Also
some detailed images (like the wings) may not hold up well if formats are
changed.
I have fixed this problem with zooming into the image and cleaning up all of
the splotches, or starting over.
I hope this sheds a little light on the problem.
