If you have the disk space and technical knowhow (or determination ;-) to dual
boot - you could install a free linux operating system and try the free Xfig or
Impress (vector), and Gimp (raster). Gimp is also available for many other
platforms. There are free linux distributions available for intel, PPC, 68,
sun, etc, etc.
