In Paint Shop Pro, the best way to make .gif images containing text is to
start the image in 16 milliion colors.
 If you already have an image in 256 colors, you can raise the color depth by
opening the existing image, select COLORS - Increase Color Depth - 16 million.

Apply your text and any effects you might want (Most effects are only
available to 16 million color images) 
* Lower the color again before you save as a .gif image. COLORS - Decrease
Color Depth - 256 (or below)
 You will be given a choice of :
Nearest color - choose this if you are planning on making any color
transparent or have big areas with few colors.
Dither -or - Diffusion - choose this if you image is "busy" or has wide range
of color hues (may leave "spots" in transparent color)

Your text should hold up well and appear much smoother than if applied while
image is in 256 color format.
If you "save as .gif" before you lower the color depth yourself, the colors
will be dithered.
