Keith-
Alt tags are used by the blind, legally blind or seeing impaired extensively.
They are read aloud to the user. They also can come in handy when an image
doesn't load, as often happens when an image can't find it's way through the
Internet. And they are used for people who, on purpose, turn off the graphics
on their browsers.
There are sites they deal with disability recommendations. Bobby is one of
them.
