hi all
i'm planning to revamp my web site this summer (yes i'm writing early but i
work for the state...) and wanted to get some input. my biggest concern is
that i'd like to get rid of the frames - but since a number of pages have
long lists of information, i'm afraid navigation will suffer.
any advice on frames, css, or general design flaws?

p.s. i'm limited by the university to <50Kb of images/page - ok i cheated
on a couple pages. can you blame me?
