In Fireworks you have great freedom here. Select your stroke, then
doubleclick the little "brush preview" in the Stroke Inspector. You'll see
the high-end Stroke Editor appear. You can make dotted strokes by using the
"Spacing" slider.

(Tips: Try a brushy stroke like charcoal or oil bristle instead of
pencil... not all brush types offer spacing options. You can click the
little "Apply" button to see your stroke updated in realtime. It's easy to
"Paste Attributes" to put this dotted line onto other strokes, or you can
also make a style out of it for use elsewhere. As with all vectory things
in Fireworks, you can always change the curve, and always change the
painterly stroke applied to that curve.)
