As noted, you can use a drawing tool to make text-on-a-curve for Photoshop.

This is a common chore for web graphics, however, and you'll find it
included within Fireworks. The advantage here is that even after slicing up
buttons or animating, you can still edit the text or the curve -- you
wouldn't have to redo any work for these last-minute web changes.
