One way to achieve that symptom within the bounds of the description is if
you haven't yet attached the text to the path. Once your text is on a
curve, you'll then have "Rotate Around Path", "Skew Vertical" and the rest
of the advanced text-curving options.

(Rephrased, the skewing options will not be available if text and a path
are merely selected, but will be available when you have text-on-a-path.)

Not sure if that's the cause there, but it's one thing that matches the
"select both of them" description.
