Fireworks still leads the ongoing WebReference benchmarks... they've been
running these tests for two, three years now:

Some of the Photoshop folks have been saying that the upcoming Photoshop
5.5 will be able to make files smaller through some type of "lossy GIF"
implementation, but they haven't quite said what it does, or shown URLs.
May be something there, though.

(If you're starting out with Photoshop, then you're constrained for
animation... a native web animator like Fireworks offers rotation, scaling,
and other things that are difficult in a static photo-processing tool. Your
call, though.)
