Looking for PC graphic program

Greetings!

I have been using GraphicCoverter (Mac) as a companion program to Photoshop
and am looking for a PC equivalent (shareware... freeware) to this.
GraphicConverter opens and saves in virtually any graphic formats, has
great editing features, does a wonderful job of reducing resolution colour
depth, etc.
However, the key feature I need is a thumbnail browser and slide-show
option, which would allow my partner to browse through our collection of
web and other gifs and jpgs.

Any suggestions? Please, include URLs, if possible.
