Eve--

(1) Why don't you upload the page and then see how long it actually takes
to download using a 28.8 connection? Be sure your browser cache is flushed.

(2) It sounds like the customer doesn't appreciate the problems of
graphic-intensive pages, so maybe a little more customer education is
needed.

(3) Another option may be to treat the various items differently: e.g.,
full-size images; thumbnails; and some items listed but not shown online.
