Cascading Style Sheets have been a "recommendation" of the World Wide Web
Consortium for some time: CSS1 in December 1996, and CSS2 in May 1998. In
HTML 4, you may notice that some tags have been "deprecated" because their
functions can be taken over by CSS. The intent is to stop using those tags
and use style sheets instead.
