Robert--

It looks like Photoshop's halftone filter  (Filter/Sketch/Halftone 
Pattern...) was applied to the image. (More precisely, the filter was 
applied to a selection which encompassed the image, as the halftone 
pattern is not seen in the background. )

Have you tried using this filter?
