It looks like people may be talking about two different situations:


Inline images which load as a page loads should have relatively small 
file sizes; otherwise, the site visitor may not wait.


Images intended for downloading and subsequent use on the site 
visitor's computer -- e.g., as wallpaper or aa a screensaver -- do 
not have the same file size constraints. When someone downloads a 
file, a wait is expected. The size of the file should be posted, so 
the person has some idea of what to expect. Now, there are other 
concerns with files used as screensavers, etc., such as the amount of 
RAM that will be required display the image.
