Namespace declaration (was: Images for an etext)

I also posted this one 10 days ago; no response to it either, yet. Can
anyone help me with this?

How do I declare a namespace, so that I can use it? I'd like to see what the
final xml document will look like in the future, so I'll create another
version which uses this. I assume it's done by adding something to the DTD
(within the <!doctype> element at the start of the xml file, rather than by
editing the DTD itself), but I'm at a complete loss for the detail of how to
do this.
