There is nothing wrong with these! &quot; and &apos; are built into XML 1.0.
It's the 'smart' quotes that every one is complaining of!

Incidently if you are using XHTML one can use the <q> element, and the CSS
lang and quotes property for displays of quotes

q:lang(en) {quotes: ' " ' ' " "}
q:lang(fr) {quotes: '<<' '>>'}
