INTRODUCTION

Having worked as in-house legal counsel in Asia for almost
10-years, I am making a transition to
Become a "free agent" to international clients (versus
in-house legal work, or law firm work); and
Offer services to clients in Europe & Latin America
(experience focused on Asia to date)
I see to create a website for the purpose of
Marketing my skills
Describing my experiences
Setting forth my billing rates
Showing examples of documents & deals
Providing contact details
In the future, I may use the site to store documents, photographs and other
data (depending on security issues). However these may be kept on a
different site.

SPECIFICS OF WHAT IS SOUGHT
During the months of June & July, 2000, I seek to have a site designed
and created which will use the name www.wgsan.com. (already registered). I
will need assistance with virtually all aspects of preparing this site,
including
Design issues
Determination of how many pages
Technical issues (will it all work)
Creation of links
Marketing issues
Etc.

SOME ISSUES RELATED TO THE SITE
The site need not be interactive, it is mostly for
"billboard" and email contact purposes
I expect no multimedia content, at least initially
Most of the content consists
Advanced and Detailed Resume-Type Work Descriptions, and
Sample legal documents
The site will likely have between 5-10 pages
Most of the design & architecture issues have been
"considered" but final decisions not yet made

WHERE I AM LOCATED AND HOW TO BE CONTACTED
While I am a US national, I live in Jakarta Indonesia, and spend
much time in Singapore. I expect to be in the USA from mid June to mid July
2000 (in the NY metropolitan area) and would be willing to have meetings in
NY, Ithica and Washington, DC. However, much of the work might be
accomplished by email and telephone if possible and can be done
produdtively.

WHY AM I CONTACTING INDIVIDUALS FROM THE GUILD
This work will probably require more than one person, however one
person can be the "leader" or coordinator over the project. It seems that
Guild members are a good place to start looking for those one or two people
that can really grab this project and make it happen. Productivity comes
down to the individual, eventually.

HOW WILL I COMPENSATE FOR THIS WORK
I do not have enough expertise (yet) to determine whether a
particular task takes one hour, 10 hours or 40 hours, and thus I am reticent
to compensate based purely on "hourly" charges. However, I recognize that
unless the work is precisely defined, it is difficult to get away from an
time-based billing system. The bottom line is that I am flexible on various
compensation arrangements, but prefer for experts to work against pre
defined "deliverables" against which pre-agreed payments are made.
In terms of cash transfer, Citibank online can be used to make
payments to any US address. If there are experts outside the USA
(particularly in SE Asia), they can be paid through accounts maintained
here. For workers in India, China or elsewhere, details will need to be
worked out on a case by case basis.

LEGAL ISSUES
Any person hired will be an "independent contractor" not an
employee. No agency relationship will be created. It is a simple one-off
contractor type of arrangement that is envisioned.

HOW TO APPLY
Please send an email to wgsan(at)ibm.net, and include as much
information about your skills and experience as you are comfortable with.
Links to websites that you have already created are, of course, very useful.
A "rate chart" or at least some indication of what services costs what is
also very useful. Very important is to include whether you are available to
perform this work in June, July & August of 2000.

I look forward to receiving your emails to apply for independent
work as set forth above.

Regards,
William G. Sandler
