Scrolling area in the middle of a page ?

Hi all,
In case I don't do a good job of explaining what I am trying to do, this URL

I want to get a scrolling area in the middle of a html page. The content of
the scrolling area will be fixed (well for the purpose of this question it
is)
Does anyone know how I would achieve something like this.
When I right click in the scrolling area of the site above, Netscape
suggests it's a frame as the menu that comes up says (amongst other things)
"open frame in new window" is it a frame. It looks like it is.
Is there anyway to get this effect without using frames as I don't want to
have to split what is currently (on my site) one page in to at least 4
possibly 5 pages to get this effect.
Any ideas would be well appreciated.
