Frames Problem

I have created a page using frames wherein the upper frames has the letters
of the alphabet and the lower frame has the offices along with their phone
numbers.  I can scroll the data in the lower frame.  The letters of the
alphabet in the upper frame are generated by an html file and the data in
the lower frame by a perl script (script.pl).  Everything works well except
when I try to click on a letter in the upper frame and the data in the lower
frame does not move to that particular section.  If the file in the lower
frame were an html file than it works.  Is there a way to make this happen
while retaining the perl script?  Can the perl script generated file be
automatically named an html file once it generates the data?  Any assistance
is appreciated.  Thanks.
