Perl processing form data in a non-english language

Hello list -

   I've been asked to put together a cgi script for the Chinese version o=
f a
website currently in English that will run their feedback/contact us form=
=2E =

Any pointers in how I can get the cgi script to recognize a foreign chara=
cter
set and to generate the response email/thank you page in that language?  =
I'm
using Selena Sol's form processor, and was going to create a Chinese vers=
ion
if possible.
