ASP problems

Hiya there,
coming out of lurk mode after so long...
I am maintaining a website for a client of the company that I am working for
and they want to have a link that opens another ASP page in a new window.
This is easily done, however, when the site was first developed, there was a
lot of <!--#include file=""--> done with a lot of external ASP pages handing
information back into each page.
Whats happening is that the includes are interfering with the links to a <a
name=""> tag that is in the page.
it only happens with the external link, but not an internal link... also it
is only broken in Netscape(which the client uses to test the site) MSIE
seems to let things slide which makes it kind of difficult to fix the
problem.
Any ideas on how to fix this would be rather useful...
