I posed this question about validating URLs to a Perl
discussion list and someone suggested a quite
different strategy: nevermind regexps, try to fetch
the url. If it's accessible, obviously the url is
well-formed and the site is up; if not, the url is 
either ill-formed or the site is inaccessible.
