Well, you embed PHP directly into the HTML.  There is an embedded
perl, but I had trouble figuring out how to set it up.

PHP is easier to learn then perl.  PHP is very useful for database access
and generating web pages on the fly based upon data pulled from a database.

perl is more robust, and is what I tend to use the most.  mod_perl used to be
faster then PHP3.  I'm told that PHP4 is comparable in speed to mod_perl.

If you go to www.php.net and do a search on their mailing list, others have 
come
up with a more comprehensive list that they were able to bring to their IS 
folks
to get their buy-in to install PHP.
