need ideas for perl script

For an intranet I want to set up a page to which MIS and Admin can post
messages. The page will be the index.html for thed intranet so it will be seen 
by everyone when they bring up the browser. MOTD (Message of the Day
type of thing).

The page will contain nested tables (banner on top, left side menu column,
and the main section where the massages will go.). Now, just to put a message
in there should be fairly simple, most any "guestbook" type script will do it.
HOWEVER, these scripts stack posts one on top of another and I want to
delete the old post and show only the new one. And set up a way to
install a default post when there is no new information to post.
