I don't know if the number of subscribers, or customers, or any other number
for that matter is a reliable source for gauging "quality."
AOL, for instance, has national advertising, hundreds, if not thousands, of
local dial up access numbers. The spend thousands of dollars on advertising,
claiming to be the BEST!
However, I do not know anyone, who has ever had AOL, and not been actively
looking for another provider. That, to me,  is a much greater indication of
who is the best, and for me, is surely could not be AOL.
The majority of internet users do not live in large American cities where
there is often a choice of more than a dozen ISPs, all with local numbers.
In fact, most of us live in small towns, or not in the US at all, and have
limited choices. AOL has forced themselves onto many by being the only game
in town.
The same goes for hosting companies, grocery stores, whatever.
Size, number of customers, none of that is a reliable gauge.
