ASP load times SLOW!

We are running 2 dual processor NT boxes and are running into very slow
response on our ASP pages.
The CPU utilization is low, 5-15%, but the traffic is high, 1200-1600 users
at any given instant.
Does anyone know of some tweeking we can do to the servers (IIS or NT
itself) that will help us?
We just installed a T3 line which tripled our capacity and now instead of
bandwidth problems we are running into server problems.
HELP!
