FrontPage formmail

I set up a FP web on our server for a client.  When I set it up I
transferred all of the files from the previous host and tested everything.
The mailto script worked fine.  The client has since republished the site
and now the mailto form does not work.  Instead of redirecting to the thank
you page, it says the page cannot be displayed because the address is
incorrect.  The address displayed in the address bar is
http://url/cgi-bin/formmail?emailaddress-of-recipient which obviously isn't
right.

There are a couple of factors that could play into this.  After the initial
testing I had to tighten security so that not just anyone could use http to
publish.  Maybe something happened when I did that.  I also installed perl
on the system for another client site.

I've never dealt with FP on the client or server side so this has been a
complete education for me.  I opened the formmail file in the cgi-bin
directory with notepad hoping to maybe get a clue from that.  It may as well
be written in a foreign language.. makes no sense to me whatsoever.

Any ideas??
