Windows resolves to the host file and then to DNS.  Have you tried checking
to see if localhost is still 127.0.0.1 in the host file?
Just for grins check the IP address bindings to make sure they are "All
Unassigned".  This should bind IIS with localhost and all other network
connections for that box.
