"... I'm a System Administrator, not an HTML editor!" :)

My customer is wanting to insert two SSI's into all of his
pages (numbering roughly 1000) to display a header and
footer on each page.

The headers and footers are static: no matter who you are
and when you browse, a given URL will always look the same.
So having SSI's do this seems entirely the wrong way to go -
that's a lot of re-processing to always come up with the
same output! And given the site's relatively heavy traffic,
I'm not sure the server (Netscape/Unix), can put up with the
additional strain.

(Headers and footers do vary among the pages enough that
we can't just have the server software slap them on.)

Anyway, I'm wanting to suggest that the customer use HTML
editor software that has an ability to insert the headers and
footers on the fly as he prepares to send them to our server.
But I'm not abreast of the editors that are out there - I just
"vi" :) - so here I am to see what y'all think. (Our server
software doesn't have the likes of Cold Fusion - customer just FTPs.)
I think the customer uses a Mac, but I imagine there's a non-Mac
nearby. :) (Pet peeve: I refrain from calling non-Mac's "PCs"
because both Macs and DOS/Windows systems are <P>ersonal <C>omputers.)

Offline and/or brief replies are fine since the above question
is prolly a little OT not to mention very simple....
