Dumb NAP/POP questions

An ISP other than the one we currently use is offering a
fail-over T1 circuit.

I have something of a basic theoretical understanding of
routers, but they lost me when explaining NAPs and POPs
(which, in this context, isn't the Email protocol).

They were saying the failover would happen by virtue of
my router's configuration.  My naive question was: how can
you query the router for the secondary routing info when
the primary route to the router is down?  They never did
get the answer pounded into my head.  :(

Maybe somebody here can give a short explanation or point
me to some reference resources....
