IIS -> SQL Server connections

Thought I read someplace once that regardless of how many
hits IIS makes on the SQL Server (both servers located on
the same box), it still takes up only one "connection".
And if this IIS is the only thing connecting to the this SQL Server,
then SQL server can be set up with a "Per Server" license
for one connect.

Can anybody confirm/deny/clarify?
