Netscape / cookie problem

My Perl CGI does:
> print "Content-type: text/html\n";
> print "Set-Cookie: WB-User=johnkoch; domain=gcsaa.org; path=/\n";
> print "Set-Cookie: WB-Pass=something; domain=gcsaa.org; path=/\n\n";
> print "<HTML>\n";
etc...
This works fine with IE, but the cookies aren't set in Netscape
(I'm using 4.73).
If I remove the "domain=" attribute, Netscape sets the cookies fine,
but I need to pass these cookies to another server within this same domain,
so I can't live without the "domain=" business.
Ideas? (Suggestions to switch to a non-Perl alternative will not
be considered very helpful.)
