you can start your own ISP with C I Host (cihost.com).  They take care of 
all the hardware/software issues.  They even take care of technical support 
and customer service.  You just market it.  Its like having your own ISP.  
None of your customers will know that C I Host has anything to do with it.  
Check them out at cihost.com.
