Apache -- it's kill -16, isn't it?

My Apache book is locked up in another guy's
cabinet and the sysadmin won't take my word
that kill -16 PID will stop and restart Apache.
Am I remembering this correctly? The new sysadmin
changed the root password on the webserver about
a year ago and won't give it to me, so I haven't
restarted Apache in a while.
If it's not kill -16, what is it?
He tried "apachectl restart" and it had no effect,
ie, ps -ef | grep httpd showed the same PIDs before
and after "apachectl restart".
