MSDE question

Hello all,

I'm developing a website that will tie into an Access database. 
Rather than use the Jet engine, I'd like to use the Microsoft 
Data Engine (MSDE) because it supports transaction processing.

I'm developing the site for an organization that is upgrading their 
server to IIS 5 and Windows 2000. They currently have the Jet 
engine installed. 

What is the most cost-effective way for them to install MSDE? 
Can they download it as a separate product or would they have 
to purchase Visual Studio 6.0?
