Rich,
'Virtual ISP' means reselling dialup services (analog, ISDN, et al). We have agreements with a local ISP to resell their access, .. and we also resell DSL lines through North Point.
Not to be confused with 'Virtual Hosting', which is a lot easier (no physical servers required).
