Can you write files without cgiwrap?

Hi,
Probably a naive question to most of you, but we have been happily using
PHP to write and edit files on shared web servers with a cgi-wrapper. Now
we are working on a dedicated server and we cannot write to files on the
server using PHP. I understand there is some security risk in allowing this
to happen and I honestly do not fully understand the whole issue, but it is
possible, can anybody help me please to understand how this can be done safely.
It is a recently configured Apache web server with PHP 4 installed.
