apache config on win32

The server in question is 1.3.14 on win98. I wanted to use mod_headers to 
remove the Server header. So in httpd.conf I uncommented this line:

LoadModule headers_module modules/ApacheModuleHeaders.dll

I then put the following line somewhere in the main server config:

Header unset Server

But when I telnet to port 80, the Server header is still there. What am I 
missing?
