Mac zipper for PC

I'm looking for a program for the PC to zip files into HQX format for the
MAC.

Has anyone come across this situation or perhaps a program that can handle
it?

I've looked at some of the popular download sites like Winfiles, and Tucows,
but all they have are utilities for extracting from HQX, not compressing to.
