offline browser

I've been looking for an offline browser for quite a while now, without =
success sofar.
This offline browser should match the following requirements:
a) display tables, frames and (optionally) CSS1
b) should be able to process javascript
c) should be operable from a CD-ROM (no installation required)
d) should run on 32-bit Windows (95/98, NT) and/or MacOS
e) freeware preferred

I'm not sure if such a program exists; all of the o-l browsers I found =
had some restrictions that rendered them useless for my goals.
