PaintShop Pro is well regarded and is shareware.
Picture Publisher is very capable and is much
less than Adobe Photoshop, it can be purchased as
part of the Webtricity suite.

Micrografx have gone crazy and seem to have renamed their
products into some igraphics packages that are a bit confusing
to me, but the old products are still there lurking in the background.
There are numerous tutorials and peer groups on the internet
for both products, both are available as downloadable trials.
Macromedia Fireworks is designed from the ground up for web
graphics work. It costs more than the other two, but can save
time and work when you are doing lots of work and need to
make changes, and new versions of things. It behaves more like
a drawing package than a paint package and can be a bit confusing.

I use and like all three and recently got Photoshop 5 as a
bundled app with a new scanner. Now I will really be confused :-)
